This
report is confined to the matters pertaining directly to the recognition
or creation of a DNSO Individuals' constituency.
Danny Younger,
Chairman of the General Assembly brought the following resolution
to the attention of the ICANN Board:
The General Assembly of the DNSO resolves
to express its support for the immediate acknowledgement of an
Individuals' Constituency (a constituency of Individual Domain
Name holders) by the ICANN Board in accordance with its Bylaws.
The General Assembly of the DNSO recommends
to the ICANN Board that it place either the creation of such an
Individuals' Constituency or the "approval in principle" on its
agenda for a decision at the Stockholm plenary session.

In
Berlin , the ICANN Board refused to consider the petition that
was presented for the creation of an Individual Domain Name Holders'
constituency.
In Santiago and Yokohama, again, it chose to defer the question.
As a result, this constituency in-spe never got to hear what requirements
would need to be fulfilled for the Board to approve it.
Further
self-organizing needs to take place.
Much has taken place already.
Now at this point, to progress any further, prospective organizers
and members want to know if they are not wasting their time.
Can
the Board recognize an Individuals Constituency IN PRINCIPLE this
time around?
This was followed by a brief discussion by several Board members,
Hans Kraaijenbrink, Andy Mueller-Maguehn and Karl Auerbach. (see

The result was not a vote or a decision, but a referral by the
Chairman of the Board, Vint Cerf of the question to the Names
Council of the DNSO.
The Names Council had resolved on the previous day, as a direct
result of the General Assembly vote on the Individial Domain Name
Holders' constituency, to create a task force to come up with
a "Request for Proposal" for such a constituency.
The Chair of the General Assembly, or a GA member elected for
this role, would be invited to be part of this task force.
